I'll take a stab this week. Maybe we can share the responsibility.

EAST:
1) Indiana
2.) Penn State
3.) Michigan State
4.) Rutgers
5.) Maryland
6.) Michigan

This season is so volatile that anything can happen. There is no other place to rank Michigan this week than last, after its abysmal effort against MSU. PSU has played The Team Down South and competed. Rutgers beat MSU and MD is ahead of M because it beat Minnesota and won this week.

WEST:
1.) Wisconsin
2.) Purdue
3.) Northwestern
4.) Iowa
5.) Illinois
6.) Nebraska
7.) Minnesota
