#3 is the worst in my opinion. presumably since it only applies to "the passer"
it's limited to hits/tackles on the QB behind the line of scrimmage, but seems to create a situation where a player on the ground, behind the LOS can't tackle a QB.
#1 makes sense, but seems overly complex & impossible to call correctly in chaotic moments.
the other rule changes more or less make sense.
