Tampa isn't as much of a surprise. Their record last year was all smoke and mirrors (10 wins, all against sub .500 teams). They didn't beat anyone of significance last year, and are still the same team this year.
Worst year compared to the hype is Eagles easily. Worst compared to how they were actually expected to finish has to be Indy and KC. KC lost basically everyone good on their team, so it's not as unexpected anymore. Indy just lost Manning. We knew he was the difference between being good and a contender, but wow, the defense is impossibly bad when not playing with a lead, and none of the supposedly good players on offense have done anything.
