Lottery picks decreased from 3 to 2

Changes for 2022+ draft:
Maximum rise of 10 spots.
Maximum of 2 wins in 5 year span

This probably means the Wings will have the first and second worst record and pick 20th lol.
The NHL commissioner hates the Red Wings. I sure would like a top pick soon.
