yes it did...and the Democratic controlled Senate attached language to it that provded Obama a 60 day out and kill the pipeline altogether.

the pipeline was Boehners baby.

same 60 days in the house.......lol....Republicans got 99% what the asked for. Obama cant hold off on the decision until after the election...make the right call Barry....its jobs and paid for privately. Dam, he doesn't like that.

Democrats had initially wanted a surtax on income above a million dollars as a means for paying for the measure. That was scrapped.
