yes it did...and the Democratic controlled Senate attached language to it that provded Obama a 60 day out and kill the pipeline altogether.

true...the Retards protected those millionaires again.

Democrats had initially wanted a surtax on income above a million dollars as a means for paying for the measure. That was scrapped.
