I just watched this documentary. I'm not surprised that campus police botched this situation. I was on two different campuses during college years. While most college cases don't end in murder but everything always got swept under the rug.
Campus police first priority was to protect the image of the college and not to protect students. This was back in the 90s but it doesn't appear to have changed at all.
