Report: MLB to start heavily enforcing foreign substance ban on June 21

According to USA Today, every starting pitcher will be checked at least twice a game for foreign substances by umpires and relief pitchers will be checked at least once. Other players can be checked by umpires if the umpires wish, though there isn?t a required visit in place. No pitcher should be checked more than any other, per the report, unless ?umpires detect suspicious behavior.?

?It?s about damn time,?? one National League position player said anonymously, via USA Today. ?We got tired of it. The balls are moving like they?re wiffle balls. This has been going on way too long. I?m glad they?re finally doing something about it.??

The issue of the use of foreign substances had reached a level that the MLB were no longer willing to tolerate, Commissioner Rob Manfred stating;

You could never put anything on the baseball, not even resin, so what the hell is Manfred Von Dummkoff talking about? Rule 6.02 (c) 4.
 
why not? The players would certainly want a floor and the owner's are the ones that reportedly proposed it.

I guess so but if owners are willing to spend 100m why haven't some ever done so. Like Pittsburgh or Tampa etc..
