Outer shell + inner shell + viscoelestic layer in between.

My gut tells me they'd actually want the outer shell to be extremely rigid to distribute loading over as much of the viscoelestic layer as possible.
 
seems difficult when you realize the brain is not fixed firmly in your skull, but slosses around inside there. and the brain repeatedly slamming around in there also leads to CTE. how do you stop your brain from smacking around when you go from a full sprint to stop when a 6'3 250 lb linebacker slams into you?

i guess it's only about reducing the risk, not eliminating concussions competely.

If someone invented airbag implants for the skull, this would reduce CTE significantly.
